Due to the Manila 2010 Amendments, MARINA is now very strict with accrediting maritime training centers for seafarers.
Before, you can simply set up a class with an instructor and call it a training center. It’s a different story today.
I have compiled a list of MARINA-approved training centers as of 31st January 2024. According to the list that I obtained, there are 87 MTIs operating throughout the Philippines.
Honestly, I only know a few of them. This directory helped me gain awareness about the other institutions.
Post-COVID-19
From 62 training centers during the COVID-19 era, the list is down to 36 training centers in Metro Manila alone. We saw a lot of closures as well as the strong ones still operating today.
We also experienced the MARINA-approved blended learning strategy for seafarer training to continue. This was in addition to the extension of COPs and Seaman’s book for another twelve months.
Glad to see MARINA implementing helpful measures and considerations during those trying times.
But now that we’re out of the pandemic, everything is slowly getting back to normal.
Training Centers for Seamen in Manila
This article only cites the ones that are located in Metro Manila or within the National Capital Region (NCR). Most of them are found near Kalaw Street, along Roxas Boulevard, the streets of Ermita, Malate, and Makati.
I made a separate article for training centers in Luzon which are outside of NCR and the Visayas and Mindanao as well. If I include them here, this list could be pretty long so I split them up.
Practical site locations vary though quite a number of them are in Cavite and Laguna. However, some training sites reach as far as Sariaya, Quezon.
Aside from the license to operate, many of their training courses are in line with STCW standards and have periods of validity.

It’s very important to check the training center of your choice before you enroll in courses for them. This list will be updated every often. If you take your training in an unapproved institution, MARINA will not recognize your certificate whatever your rank on board is.
You won’t be able to file for a Certificate of Proficiency (COP). As a result, you must take a new course thereby wasting your money and time.
